漆黑的雨夜，某市开发区发生了一起交通肇事逃逸案，市交警支队事故处通过现场勘察和尸检报告得出结论，这是一起人为肇事案，并根据目击证人提供的线索和技术鉴定，确定肇事车是一辆白色凌志。事故处处长李尚林的妻子乔羽是交通台的节目主持人，为配合破案，她准备做一期节目，以唤起肇事者的良知，并呼吁大家提供线索。
李尚林在验收办公楼的过程中，对老板杜德明的白色凌志车产生怀疑，而该车司机乔非恰是妻子乔羽的弟弟，引起他的不安。李尚林命科长杨路借故将车借出，经过鉴定，确认此车正是肇事车辆。就在案件取得进展时，汽车修理厂经理刘长顺主动投案自首，似乎给案子划上了句号。
乔羽在死者遗留下来的录音机里听到了弟弟乔非和杜德明在肇事现场留下的声音，事实确凿，她恳求李尚林将声音抹去，放过弟弟乔非，但正义和良知最终战胜了亲情，李尚林毅然将证据上交领导。
